How Time-Delay Safes Are Revolutionizing Pharmacy Security in Ontario

Have you heard about Canada's recent narcotics heist? Authorities report that there were 94 pharmacy robberies in 2023, up from 49 in 2021 and 123 in 2022 in Toronto alone (Rodrigues, 2024). However, reports of drugstore robberies are still coming in, which is upsetting to everyone and devastating to those directly impacted, such as pharmacies and their staff. The issue, "How can the government and pharmacy prevent the robberies of narcotics drugs?" began to cross the minds of the Ontario Association of Chiefs of Police (OACP) and Ontario College of Pharmacy (OCP). The answer lies in a groundbreaking security measure being implemented across Ontario’s pharmacies: the introduction of time delay safes.

In March 2023, all pharmacies in Ontario were mandated to use time delay safes to secure narcotics like oxycodone, morphine, and codeine, along with public signage in all community pharmacies, according to new legislation created by the Ontario College of Pharmacy and the Ontario Association of Chiefs of Police (Pharmacy Connection, 2024). This initiative has already demonstrated success—by 2024, there were only 10 drug-related robberies in Ontario, thanks to the implementation of narcotics safes. Studies suggest this number will continue to drop, offering protection to pharmacy employees, patients, and the communities they serve (Rodrigues, 2024).

How Does a Time-Delay Safe Protect Your Valuables from Theft?

Constructed from solid metal, a time-delay safe incorporates an advanced electronic locking mechanism with a built-in timer that prevents access until a predetermined period has elapsed after the correct combination is entered. This design eliminates the possibility of immediate entry and deters robbery attempts. Additionally, regulations prohibit override codes, keys, or any other methods of bypassing the time delay safe.

Pharmacies across Canada are adopting narcotics safes and time delay safes from trusted vendors such as NarcSafe, Vancouver Safe, and Toronto Safe. These safes come with added features like durable handles, portable drawers, bottle holders, and independent locks for enhanced efficiency and security.

Key Guidelines for Time-Delay Safe Compliance in Pharmacies

The new regulations include detailed safety requirements for implementing pharmacy safes. Key compliance guidelines are as follows:

  • The pharmacy safe must be securely installed in a location accessible only to authorized pharmacy personnel and difficult to remove.
  • A minimum time delay of five minutes must be programmed for safe access. Specific law enforcement regulations and pharmacy locations may necessitate longer time delays.
  • The use of override codes, keys, or any other methods to bypass the time delay safe is strictly prohibited. Access codes or keys should only be available to a limited number of authorized individuals.
  • The door of the narcotics safe must remain locked except in the following situations:
    1. Retrieving inventory for physical counting or filling prescriptions.
    2. Returning stock after completing a prescription or physical count.
    3. Storing inventory after a wholesaler delivery.

Raising Awareness: Mandatory Signage for Time-Delay Safes

To deter potential criminals, Ontario pharmacies are required to display clear signage indicating the use of time delay safes. The Ontario College of Pharmacy has standardized these signs to ensure consistent messaging across the province.

Essential Guidelines for Posting Time-Delay Safe Notices

Community Pharmacy:

  • Place an 11" x 17" “Narcotics Secured in a Time-Delayed Safe” notice at each public entry.
  • Affix an 8.5" x 11" “Narcotics Secured in a Time-Delayed Safe” sign at the dispensary counter where patients interact with pharmacy staff.

Remote Dispensing Locations:

  • Follow the same signage dimensions and placement guidelines as community pharmacies.

Additional signage requirements:

  • Signs must be firmly attached, printed in color, and bilingual (English and French).
  • Damaged or unreadable signs must be replaced immediately.

Conclusion: Embracing Change for Safer Pharmacies

The adoption of time delay safes in Ontario pharmacies has proven to be a crucial step in reducing pharmacy-related robberies. By adhering to the guidelines established by the Ontario College of Pharmacy, pharmacies not only safeguard their assets but also protect the communities they serve.

Safety is no longer optional—it’s essential. Pharmacies that invest in pharmacy safes and comply with these regulations demonstrate their commitment to their staff, patients, and community. Whether you operate a large or small pharmacy, choosing the right time delay safe is key to ensuring compliance and security.

In working with law enforcement, we’ve learned that perpetrators who commit pharmacy robberies rely on getting in and out of a pharmacy quickly. The evidence is clear. When criminals know that narcotics are secured in a time-delayed safe, it serves as a strong deterrent.” - James Morrison, OCP Board Chair.
